"Let's Get Serious About Water"
Southern California is in a "Perfect Storm" of a water crisis! We are facing shortages off the Colorado River as the lower basin states demand more of their share of that water, we are preparing for the possible implementation of a federal court decision that could significantly reduce our water supplies from the Sacramento-San Jaoquin Delta where we get approximately 60% of our imported water, we are also experiencing one of the driest years in history which underscores the fact that we are in a drought, and if that wasn't enough our population in Southern California continues to grow.
I'm asking that you join me in meeting this challenge by supporting my campaign for water board and together we will make a difference!
Statement By Charles
I am seeking election to the Upper San Gabriel Municipal Water District Board of Directors. I will seek to develop programs and policies with environmental sensitivity that will ensure an adequate supply of high quality water at the lowest costs for the taxpayers, consumers and businesses of the District. I also promise to bring the Board meetings out into the Communities of our District so that we may hear from you directly. As a former elected Director of the Central Basin Municipal Water District I dedicated myself to making sure that the District had clean, safe and reliable water while at the same time keeping the price affordable to the residents. During my three terms as Director I served as President of the Board for two years and was appointed by my colleagues to serve on the Metropolitan Water District's Board of Directors representing Central Basin Water District.
Under my leadership Central Basin Water District converted over 160 parks, schools, golf courses and industrial facilities to using recycled water thereby saving over 400 million gallons of drinking water annually. I distributed in my home district alone over 30,000 water efficient toilets through local schools and community groups which in turn generated over $120,000 in financial support through rebates to schools and non-profit community centers.
While serving as a Metropolitan Water District Director I was a member of the Water Policy and Planning and Engineering and Operations Committees and was instrumental in securing Board approval for multi million dollar refunds of surplus funds back to our local cities.
I believe that public agencies such as Upper San Gabriel Water District should be investing back into the communities that they represent and also assist those same cities in obtaining State and Federal monies for badly needed infrastructure repairs. I promise to put my background and experience to work for you and bring accountability and transparency back to the District. It is a commitment I will vigorously fulfill.

- As a member of your water board Charles will continue to fight to make sure that our water is safe, reliable, and cost efficient.
- Charles will demand fiscal responsibility so that our tax payer dollars are prudently spent.
- Charles will work with business and community leaders to make sure that you as a stakeholder have input as to the decisions of your water board.
- Charles will work closely with organized labor to promote fair and decent wages to the people working for our contractors and that jobs stay in our community by using local signatory contractors whenever possible.
- As your Director, Charles will draw upon his life experience as a member of this community to meet the needs of its residents.
